Update December 19, 2007: President Bush Signs Into Law the Virginia Graeme Baker Pool and Spa Safety Act of 2007. The Foundation fully supported this bill for two years working closely with legislatures in Washington, D.C.

California Drowning Prevention Legislation


  • California Health and Safety Code section 115928 (d)- effective January 1, 2007 - all "new" pools shall have anti-entrapment filters.

  • 2006 - Supported passing of California Swimming Pool Renovation Bill to prevent Drownings and Suction Entrapment.

  • California Health and Safety Codes section 116026 - ALL public wading pools (water depth not exceeding 8 inch) should have been retrofitted with anti-entrapment filters as of 2000.

  • California Health and Safety Code section 115920 - effective January 1998 -
